RAS engineering for the Bellefield Solar Project

Remedial Action Scheme design for Phase 1 of what will become the largest solar-plus-storage facility in the United States.

Coastal Grid delivered Remedial Action Scheme (RAS) logic design and relay configurations for the first phase of the Bellefield Solar Project, developed by The AES Corporation in California. At 2 GW when fully built out, Bellefield will be the largest solar-plus-storage facility in the United States. We supported both the utility and customer sites to bring Phase 1 online in 2025, and we continue to engineer the RAS as the project moves toward full buildout.

Centralized protection across three vendor platforms

Validated multi-vendor interoperability for a fully digital substation initiative.

Coastal Grid supported SCE's Fully Digital Substation initiative by performing centralized protection configuration and testing for three platforms (GE, SEL, and Siemens). The project evaluated multi-element protection for a typical subtransmission substation, including transformers, feeders, buses, and circuit breakers. Testing covered protection scheme validation, interoperability, Sampled Values, GOOSE, PRP network redundancy, and PTP time synchronization. We documented results, resolved issues during testing, and delivered recommendations for future centralized protection design and deployment decisions.

Protection and automation standards development

Created new substation protection and automation standards, adopted utility-wide.

Coastal Grid served as the lead technical resource for protection and automation standards at Southern California Edison. We worked with all SCE engineering teams to develop new substation standards, including standard schematic and logic prints. We presented updates to the standards committee, served as subject-matter expert, and published all related documentation.

Fully digital IEC 61850 substation pilot

Multi-vendor digital substation validated in a full-scope lab replica.

As a subcontractor through Tesco Automation, we worked with the technology development department of a major California utility to implement a fully digital substation based on IEC 61850. The scope included developing test plans, configuring IEDs, and conducting thorough testing. In partnership with Tesco, we configured and tested the system in a lab environment designed to replicate a full distribution substation, with both relays and merging units, and a multi-vendor system to test interoperability between IEDs.

20+ Remedial Action Scheme projects

Approved RAS contractor delivering across utility-side CRAS and customer interconnection sites.

Coastal Grid has delivered engineering services for over 20 individual Remedial Action Scheme (RAS) projects, spanning both utility substations and customer interconnection sites. On the utility side, we are an approved RAS contractor for SCE, where we have engineered numerous projects including their critical Centralized Remedial Action Schemes (CRAS). On the customer side, we engineer the RAS that ties new generation and storage facilities into the bulk system, working directly with developers, IPPs, and EPCs. Across both sides of the meter, we deliver the full RAS lifecycle: logic design, relay and controller configuration, factory acceptance testing, and site commissioning.

Ultimate Dataset Project: utility-wide IEC 61850 pointlists

Comprehensive IEC 61850 pointlists deployed across the utility's automation system.

We developed a comprehensive set of standard pointlists for SCE's latest substation automation system, based on IEC 61850. The pointlists covered all protection and automation applications across the utility's entire system. We implemented these points into the IEDs (primarily GE and SEL), upgraded relay firmware to the latest versions, and created the standard IEC 61850 SCL files.

Standard IED file development: 250+ files maintained

250+ standard IED configuration files updated and maintained across the fleet.

As the lead technical resource for SCE, Coastal Grid updated and maintained over 250 standard IED configuration files. Partnering with the Standards and Protection/Automation teams, we developed templates for all protection and automation devices installed in the field. Our team upgraded the files to incorporate the latest technology, researched new features, and provided implementation recommendations, with a particular focus on IEC 61850.
